CONTRACTS AND AGREEMENTS
7. Award RFP for Hilton Head Island Shuttle Service. Since the early 1980s, the Airport has offered shuttle service to Hilton Head Island and, periodically, to downtown Savannah. The Staff was recently approached by several companies who were interested in again starting shuttle service which was discontinued in December 2007. The shuttle service to Hilton Head Island is very important to the airport in competing with other airport locations and also in providing a first-class service to our Hilton Head Island passengers. The Staff has met with Sales Directors and General Managers of many properties located on-island who have indicated that the lack of shuttle service is a detriment in booking traffic to the Hilton Head resorts.
The Staff developed a Request for Proposals (RFP) and we received proposals from four companies: Gray Line, Kelly Tours, MC Transport and Yellow Cab Company. A Ground Transportation Review Committee, consisting of Executive Director Graham, Director of Operations Greg Kelly, Director of Administration/Finance John Rauback and Chief Earl Wilkins of the Airport Police Department, was formed to review the submittals. Chairman Formey appointed Vice-Chairman Turner and Commissioner Tenenbaum to assist the Staff in this review process. The proposals were received on May 27, 2009, and the Committee completed its work and met with Chairman Formey and Commissioner Tenenbaum on June 11th. Commissioner Turner was unable to attend. The Committee reviewed the four proposals based on the following criteria:

General Requirements
All of the companies that submitted proposals spent much time and effort on the proposals and some were very well prepared. Staff will make a recommendation at the Wednesday’s meeting.
8. Execute Operating Agreement with Suburban Air Freight. Suburban Air Freight is the cargo carrier for DHL, replacing ABX Air. This is our standard Part 135 Air Cargo Only Operating Agreement, with a commencement date retroactive to January 1, 2009, and terminating December 31, 2009, with automatic annual renewals thereafter. Suburban Air Freight does not lease any property and will pay only landing fees.
9. Execute Amendment #1 to Airport-Airline Lease and Operating Agreement with ExpressJet Airlines, Inc. ExpressJet Airlines, Inc., who is currently operating here for Continental Express, is commencing service for United Express. Since their Operating Agreement specified only Continental Express, this amendment also allows ExpressJet to conduct Air Transportation Service for United Express and any other Air Transportation Service, provided the Commission is given 60 days written advance notice of any additional carriers they will provide service to. The amendment also has new provisions for the invoicing and payment of fuel flow fees, as it incorporates our separate Fuel Handling Agreement into the main Airport-Airline Lease and Operating Agreement.
10. Execute Space Lease Agreement with General Services Administration. The Lease Agreement executed with the General Services Administration (GSA) for the space occupied by the Transportation Security Administration (TSA) on the third floor of the airport terminal building expired on December 2, 2008. An interim amendment was approved extending the termination date through June 30, 2009, until a new Lease Agreement could be executed. The GSA was reluctant to execute a lease agreement that had not survived their process of Solicitation for a Proposal to Lease Space; however, they have finally agreed to the terms and conditions offered for the continued leasing of their office space. The new agreement will be effective July 1, 2009, with an initial term of five years, followed by five automatic annual renewals. GSA will pay an annual rent of $203,793.36 ($16,982.78 monthly), with annual increases every July 1 based on the CPI. The TSA occupies 7,086 square feet of office space on the third floor of the terminal building in addition to 10,595 square feet of space leased for passenger and luggage screening.
11. Approve Assignment/Assumption Agreement & Approve Comfort Letter with Airport Restaurant, Inc., dba Sam Snead’s Tavern. Airport Restaurant, Inc. wishes to sell its interests in Sam Snead’s Tavern to Harsaj, LLC. The closing is scheduled to take place June 20, 2009. Attorney Edwin Byck has provided the Assignment and Assumption letter, which he has completed according to the Commission’s accepted format. The Comfort Letter, which contains specific language for acceptance by the Small Business Administration, is the same format approved by the Commission for a Comfort Letter for the Cambria Suites in April 2009. Both documents have been provided to the City Attorney for his review and approval.
12. Approve Contract with Miller Ceramics $96,724 to Replace Front Entrance Walkways-Both Levels. The existing seamless flooring will be demolished and replaced with a tinted thin-set concrete product with a skid-resistant broomed finish, and the rest of the existing concrete will be stained. This is an upgrade to the public areas at the terminal and is being done with AIP funds. Budget Amount $225,750.
13. Execute Operating Agreement with Martinaire Aviation, LLC. Martinaire Aviation, LLC, is an air freight cargo carrier for UPS, replacing Air Now. This is our standard Part 135 Air Cargo Only Operating Agreement, with a commencement date retroactive to May 11, 2009, and terminating December 31, 2009, with automatic annual renewals thereafter. Martinaire does not lease any property and will pay only landing fees.
14. Approve 1-Year Extension as Requested by CJ Tybee, LLC. We have received a request from Rob Bowden dba CJ Tybee, LLC, to extend the terms of the Lease Agreement that we have for an additional one year period.
15. Approve 2-Year Extension as Requested by CJ Tybee, LLC. We have received a request from Rob Bowden, dba CJ Tybee, LLC, to extend the Letter of Intent for 6.6 acres south of the Hampton Inn for a two-year period.
16. Approve Contract with R.K. General Contracting for $3,075,168.72 for the G.A. Connector Taxiway and Site Development project, City of Savannah Bid No. 09.086. This expansion of the General Aviation Development area will include the construction of two taxiways, access roads, and hangar sites north of the terminal. The infrastructure will accelerate the growth of General Aviation on the Airport which has been limited due to the lack of available property. The clearing work associated with this project will remove a large wooded area adjacent to the ramp and taxiways, which will eliminate another potential wildlife hazard within the AOA (Air Operations Area) boundary. From a security standpoint, the clearing will reduce the probability of intrusion, due to gained visibility, by unauthorized personnel in areas of close proximity to the ATCT and Terminal.

17. Approve Contract with Johnson Controls, Inc. in a not-to-exceed amount of $2,515,268 for the Integrated Perimeter Security Intrusion Detection System project, City of Savannah Bid No. 09.085. This project will install and integrate a perimeter intrusion detection alarm system in order to enhance perimeter security and wildlife managements at this Airport. This system will enhance the security and safety of our AOA by identifying, alarming, and tracking wildlife and unauthorized personnel and vehicles approaching or attempting to enter the AOA areas. This system will also allow us to comply with the Transportation Security Administration Security Directive (S.D.) 1542-04-08F without having to credential (at a cost of over $1,000,000) an additional 6,000 persons employed by two tenants on the periphery of our AOA (Air Operations Area) which have aircraft access openings which lead to our AOA from these entities. Phase one of this system ($1,173,956) would cover these areas and would serve as a virtual fence line which would provide relief from massive credentialing burden that could be imposed on us as a result of the S.D. referred to above. Phase two ($1,341,312) would add the rest of the airfield perimeter. This system will also identify and alarm for any wildlife activity in and around the aircraft movement areas, which will enhance our ability to prevent aircraft contact with wildlife. In addition, this system will provide for surface movement detection during low visibility conditions and at the blind spot locations on our taxiways, which will enhance surface movement safety.
