Meeting Notice: In compliance with the Federal Regulations 49 CFR Part 23, the Savannah Airport Commission (SAC) is in the process of developing its ACDBE Program Goal for FY 2025–FY 2027. You are invited to attend SAC’s ACDBE Goal Stakeholder Consultation Meeting via teleconference on September 25, 2024 from 1:30pm-2:30pm EST. The purpose of the meeting is for the Savannah Airport Commission to present its ACDBE program plan and goal methodology to the public and to receive input regarding the ACDBE goal development process. The Commission invites you to hear a presentation on the goal methodology and to participate in a discussion of the proposed goal, the availability of potential ACDBEs, the effects of discrimination on opportunities for ACDBEs, as well as the Commission’s effort to increase ACDBE participation. The Savannah Airport Commission has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (USDOT), 49 CFR Part 26. The Savannah Airport Commission has received federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the Savannah Airport Commission has signed an assurance that it will comply with 49 CFR Part 26.
It is the policy of the Savannah Airport Commission to ensure that DBEs as defined in Part 26, have an equal opportunity to receive and participate in USDOT-assisted contracts. It is also our policy:
- To ensure nondiscrimination in the award and administration of USDOT-assisted contracts
- To create a level playing field on which DBEs can compete fairly for USDOT-assisted contracts
- To ensure that the DBE Program is narrowly tailored in accordance with applicable law
- To ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are permitted to participate as DBEs
- To help remove barriers to the participation of DBEs in USDOT-assisted contracts
- To assist the development of firms that can compete successfully in the marketplace outside the DBE Program
Mr. Dawoud Stevenson has been delegated as the DBE Liaison Officer. In that capacity, Mr. Stevenson is responsible for implementing all aspects of the DBE program. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by the Savannah Airport Commission in its financial assistance agreements with the Department of Transportation.

The Savannah Airport Commission hereby publishes an overall goal for its Disadvantaged Business Enterprise (DBE) Program for FY 2024 through FY 2026. The overall goal is 12.39% for all FAA-AIP funded projects in FY 2024 through FY 2026.
Airport Concessions Disadvantaged Business Enterprise (ACDBE) Car Rental Goal for FY 2022-2024
The Savannah Airport Commission hereby publishes an overall car rental goal for its Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program for FY 2022 through FY 2024. The Commission’s overall car rental goal for goods and services is 2.0%.

The Disadvantaged Business Enterprise Certification Application and Renewal forms
Firms must be certified by the Georgia Department of Transportation (GDOT) under the Uniform Certification Program (UCP) in order to compete for and/or perform work as a DBE on any U.S. DOT funded projects (including non federal projects) originated by the Savannah Airport Commission. Certifications must be dated prior to bid opening.
